This Historic Environment Intelligence Assessment looks at the impact of budget and service delivery changes for historic library buildings owned by local authorities. Local government restructuring, following the substantial cuts imposed by the Comprehensive Spending Review 2010, has created a series of challenges for local library services and buildings Local authorities are under increasing pressure to either maximise their return on the property they own, or dispose of it to raise income. A number of measures introduced in the last 5 years have sought to incentivise the sale of local authority owned assets Falling budgets and changes to service delivery has the potential to threaten the fabric and sustainability of historic library buildings
